The State Duma in the second reading rejected the previously adopted bill on a single operator of digital outdoor advertising and announcements on the Internet, informs press service of the lower house of parliament.
Speaker Vyacheslav Volodin said that the issue had previously been discussed in detail at the State Duma Council. “According to all factions, the bill should be rejected,” he added.
What is known about the law. Previously, the bill in the first reading already supported State Duma.
According to the amendment to the law “On Advertising”, outdoor advertising and Internet ads from individuals can only be placed through one operator. He will check the content for compliance with the law, determine prices and protect users’ personal data.
At the same time, the company will be able to enter into 30-year contracts for the installation of digital structures on state land and broadcast advertising on the screens of state and municipal transport during the same period.

In early August, ANO Tsifrovaya ekonomika, as well as Yandex, Sberbank, the Skolkovo Foundation and Avito spoke against the creation in Russia of a single operator of outdoor advertising and Internet ads. In July, collective letters criticizing the bill were signed by about 60 representatives of the advertising industry, informed AdIndex.
