A draft presidential decree has been developed on the phased transfer of all GIS to the GosTech platform
published draft decree of the President of the Russian Federation “On a phased transition to the creation and development of state information systems on a single digital platform of the Russian Federation “GosTech”.
The document proposes to establish that the creation and development of state information systems (GIS) at the expense of budgetary funds is carried out on the GosTech platform and the state unified cloud platform (GEOP) for federal GIS – from April 1, 2023, for regional GIS – from January 1, 2024. Earlier on the timing of such a transition, recallthe deputy chairman of the government reported – with the wording “from 2023”, “from 2024”, without indicating the month.

The procedure for the transition to the use of the GosTech platform in the implementation of measures for the creation and development of GIS must be approved within two months by the presidium of the government commission for digital development. The procedure should include, in particular, criteria that determine the mandatory use of the GosTech platform when creating and developing such information systems. (To implement this point for public comment also published a draft resolution introducing appropriate changes to the regulation on the government commission on digital development.)
The decision to eliminate the obligation to create and develop separate GIS on the GosTech platform and the state unified cloud platform is made by the chairman of the government of the Russian Federation, the draft decree says.
According to the document, the transition to GosTech and GEOP for federal GIS should be completed by December 31, 2025, for regional GIS – by December 31, 2026.

The government needs within 10 months to ensure the introduction of amendments to the legislation of the Russian Federation necessary for a phased transition to the creation and development of GIS on the GosTech platform.
Recall, an experiment to transfer GIS to the GosTech platform was launched by the government in 2020 and will last until the end of 2022. The results of this experiment will serve as a basis for the development of methodological documents and legal acts that will regulate the functioning of the platform on an ongoing basis and will help its further development.
The first GIS launched at GosTech, became service of the Federal Property Management Agency “Federal property online”. Then followed message on the commissioning of the GIS “Physical Culture and Sport” (PKiS), developed at GosTekh, but the online services of the GIS FKiS are not yet available.
